I have the honour to inform you that in

February, 1912, Dr. J. Bell, Superintendent of the Government Civil Hospital, made an application, copy enclosed, for an increase of salary. He was subsequently informed that Sir F. Lugard had addressed you on the subject of the appointment of Dr. Atkinson's successor and on receipt of your Despatch No. 126 of the 26th. of April it was read to him. In the interval a proposal was consider-

-ed of granting Dr. Bell a temporary non-pensionable personal

allowance of $1,200 per annum, pending your decision on the proposals made in Sir F. Lugard's Despatch No. 87 of the 12th. of March, 1912. Subsequently a Despatch (copy enclosed) was drafted

to you recommending that the personal allowance should be pension-

-able. It was read to Dr. Bell who asked that it might be held

over pending my arrival and consideration of your Despatch No. 126 do. of the 26th. of April last.

The conclusion I arrived at on reviewing the

matter was that a case has not been made out for increasing the

emoluments of Dr. Bell who enjoys an agregate salary of 84,440 per annum with exchange compensation, a conveyance allowance of $270 per annum, free quarters in the shape of a good house in a good situation, and the privilege of leave pay and pension at 4/- and

3/8 to the dollar respectively. Dr. Bell declined the sterling

salary scheme and reaches the pensionable age in November,
